The Institutional Presence of Culture in Higher Education Institutions in Portugal

This lecture aims to present an excerpt from the ongoing research project “The Institutional Presence of Culture in Higher Education Institutions in Portugal.” The purpose of this work is to gather data on the presence of the Arts and Culture in public Higher Education Institutions in Portugal, in order to build a picture of the current situation and understand how the field of cultural management is structured within Portuguese HEIs.
In addition to helping to understand the dynamics of Art and Culture in these institutions, the research seeks to contribute to the improvement of specific public policies for the arts, culture, and heritage within HEIs, goals that are integrated into the strategy of the National Arts Plan (Plano Nacional das Artes – PNA) under the designation “Campus Cultural Programme.”
The research is part of the postdoctoral project of Prof. Dr. Andrea Falcão, associate researcher at the CRIA Laboratory / PPG-Artes/EBA of the Federal University of Minas Gerais, approved through the public call MCTI/CNPq Notice No. 14/2023 – Support for International Scientific, Technological and Innovation Research Projects of the National Council for Scientific and Technological Development, in a research stage linked to the Faculty of Arts and Humanities of the University of Porto.

Andréa Falcão is a lecturer and researcher at the Federal Institute of Rio de Janeiro. She holds a degree in Arts from the Rio de Janeiro State University, an MA in Social Memory from the Federal University of the State of Rio de Janeiro, and a PhD in Anthropology and Social Sciences from PPCIS/UERJ. Her research focuses on cultural policies, heritage, museums, and popular culture, supported by extensive professional experience in these fields. In Brazil, she has worked across the three levels of government and served as evaluator and member of the assessment body of the UNESCOIntangible Heritage Committee. She is currently also Coordinator of the Cultural Policies Working Group at FORCULT, responsible for research on cultural policies and the institutional presence of culture in higher education institutions in Brazil and Portugal.
About the Campus Cultural Programme
The Campus Cultural Programme, a strategy of the Plano Nacional das Artes for Higher Education, aims to encourage the structural and strategic presence of arts and culture in Higher Education Institutions and to promote their role as cultural agents throughout the territory, stimulating appreciation, production, and creation through access to participatory experiences as part of students’ holistic education.
The Programme seeks to create the conditions for each institution to develop diagnostics, produce mappings, and structure action proposals through the creation of a Strategic Plan for the Arts and Culture (PEAC).
